    Neo-institutional approach for regional economic development : the impact of sociocultural determinants

    Purpose: The aim of this article is to analyze neo-institutional approach for regional development by identifying the impact of sociocultural determinants at regional level. Design/Methodology/Approach: For regional economic development, it is required to identify sociocultural factors that contribute to (or impede) the innovative economic development of the regions by highlighting regions in which sociocultural factors will rather contribute (or rather impede) innovative development. Findings: To take account of the influence of sociocultural factors on the effectiveness of institutional transformations, a system of indicators has been developed, evaluating sociocultural characteristics and behavioral attitudes of economic agents in a certain region. Practical Implications: The author developed recommendations before starting the process of institutional changes in a specific regional innovation system. Practical Implications: The article formulates recommendations on the implementation of institutional changes in the region taking into account the sociocultural characteristics of the region's population. Originality/Value: Sociocultural background is very important in terms of fine-tuning the process of institutional in regional level. As such it can be used for changes and to determine the specifics of their conduct in the regions of the Russian Federation.peer-reviewe

    Managing stimulation of regional innovation subjects’ interaction in the digital economy

    The reported study was funded by RFBR according to the research project No. 18-01000204_a, No. 16-07-00031_a, No. 18-07-00975_a.Purpose: The article is devoted to solving fundamental scientific problems in the scope of the development of forecasting modeling methods and evaluation of regional company’s innovative development parameters, synthesizing new methods of big data processing and intelligent analysis, as well as methods of knowledge eliciting and forecasting the dynamics of regional innovation developments through benchmarking. Design/Methodology/Approach: For regional economic development, it is required to identify the mechanisms that contribute to (or impede) the innovative economic development of the regions. The synergetic approach to management is based on the fact that there are multiple paths of IS development (scenarios with different probabilities), although it is necessary to reach the required attractor by meeting the management goals. Findings: The present research is focused on obtainment of new knowledge in creating a technique of multi-agent search, collection and processing of data on company’s innovative development indicators, models and methods of intelligent analysis of the collected data. Practical Implications: The author developed recommendations before starting the process of institutional changes in a specific regional innovation system. The article formulates recommendations on the implementation of institutional changes in the region taking into account the sociocultural characteristics of the region’s population.     A Design Concept for a Tourism Recommender System for Regional Development

    Despite of tourism infrastructure and software, the development of tourism is hampered due to the lack of information support, which encapsulates various aspects of travel implementation. This paper highlights a demand for integrating various approaches and methods to develop a universal tourism information recommender system when building individual tourist routes. The study objective is proposing a concept of a universal information recommender system for building a personalized tourist route. The developed design concept for such a system involves a procedure for data collection and preparation for tourism product synthesis; a methodology for tourism product formation according to user preferences; the main stages of this methodology implementation. To collect and store information from real travelers, this paper proposes to use elements of blockchain technology in order to ensure information security. A model that specifies the key elements of a tourist route planning process is presented. This article can serve as a reference and knowledge base for digital business system analysts, system designers, and digital tourism business implementers for better digital business system design and implementation in the tourism sector

    The challenge of social innovation : approaches and key mechanisms of development

    Recently, a key motive for innovation has been the generation of economic value. Currently we are facing a challenge to develop new approaches to involving the public in solving social problems through innovation based on collaboration and cooperation. Consequently, there is an urgent requirement to shape a favorable environment for innovation, creating both economic and social value. The purpose of this study is to reveal mechanisms for the development of social innovation that can be successfully introduced and implemented in Russia. The advantage of a systems-based approach to social innovation is that social innovation is defined as institutional change leading to the emergence of new routines (traditions) or practices. The use of benchmarking, along with comparative and historical analysis, to study foreign experiences of social innovation makes it possible to identify best practice in creating the conditions needed to develop social innovations, organize innovation processes and promote systemic innovations. On the basis of information received, key mechanisms of social innovation were identified, including that of innovation mediation. The system capabilities of Living Labs in the promotion of social innovations were, in particular, investigated.peer-reviewe

    This article is devoted to an actual research problem in conditions of increased uncertainty and the need for a theoretical rethinking of the tourism phenomenon in the society, when geopolitical upheavals and a decrease in international security are taking place, as well as the pandemic COVID-19, which currently poses new challenges for the tourism industry. Today, it is more relevant and appropriate than ever to think about them from the perspective of blockchain technology, using a fundamental approach to the digitalization of decentralized management of the life cycle of an internal regional tourism product.     Towards combining the innovation ecosystem concept with intermediary approach to regional innovation development

    Research and development is becoming a global phenomenon implemented on a purely collaborative basis. This leads to the need to search for partners, resources and ideas outside the company. Active development of information and digital technologies in the international practice has promoted gradual emergence of new forms of innovation intermediaries, which have not yet been applied in Russia. We suppose these new forms could be successfully implemented into the Russian innovation ecosystem. The present research is devoted to searching ways to unite the innovation ecosystem concept with the theory of innovation intermediation, emphasizing specific types of innovation intermediation and fundamental mechanisms thereof, supporting incentives and the role in an innovation ecosystem. The research results may be implemented into managerial practices in order to improve and increase the innovation feature and competitiveness of regional innovation systems of the Russian Federation and of concrete enterprises in particular
